In the context of implementing the 2022 Socio-Economic Registration (Regsosek) in the City of Padang Panjang, the Central Statistics Agency (BPS) of the City of Padang Panjang held a Field Officer Training for the Initial Socio-Economic Registration (Regsosek) 2022 at the Grand Bunda Hotel, Bukittinggi, Wednesday (5/10). ). This training provides, acquires, improves, and develops concepts and definitions, organization and procedures for data collection in the field. The Training of Field Officers for Initial Socio-Economic Registration (Regsosek) 2022 will be held in two waves, with the first batch starting from 5 to 8 October 2022 and the second wave from 11 to 13 October 2022 at Grand Bunda Hotel Bukittinggi. The total number of prospective officers who participated in this training was approximately 40 officers per wave.
The opening ceremony for the first batch was attended by the Head of BPS Padang Panjang City Arius Jonnaidi, S.E, M.E and Regional Instructor (Inda) Lina Ferdianty Lubis, S.ST and Dwithia Handirani, S.ST as well as training participants who are Candidates for Socio-Economic Registration Officers ( Regsosek) Padang Panjang City.
Arius Jonnaidi when opening the Regsosek training said that the 2022 Socio-Economic Registration (Regsosek) Initial Data Collection was a Super Priority activity. The President of the Republic of Indonesia, Mr. Joko Widodo, specifically conveyed in the Submission of the Bill on the State Budget for FY 2023 - August 16, 2022: "Social protection program reform is directed at improving the recipient database through the development of Socio-Economic Registration (Regsosek) data and accelerating the elimination of extreme poverty." Therefore, through the 2022 Regsosek Preliminary Data Collection, a database of the entire population will be generated consisting of profiles, social conditions, economics, and welfare levels that are linked to population master data and other databases up to the village/kelurahan level.
The 2022 Regsosek Preliminary Data Collection in Padang Panjang City requires Field Officers (PPL, PML and Koseka) who meet professional standards, have integrity and uphold the statistical code of ethics. These field officers are expected to have moral character (honest and humble) and performance character (hard work, tenacious, tough, not easy to give up). These two characters are very much needed to face the various challenges of collecting data in a very varied field. The biggest challenge in collecting data is facing rejection by respondents even though the initial data collection target for Regsosek 2022 is 100 percent response or zero non response.
According to Arius, there are four competencies that must be built, namely critical thinking, creative, communication and collaboration. Critical thinking skills are needed to understand data collection standards which include concepts, definitions, classifications, measurements and units used in the 2022 Regsosek Preliminary Data Collection. Furthermore, officers must understand the seven scopes of data to be collected, namely: 1. Demographic socioeconomic conditions; 2. Housing conditions and clean water sanitation; 3. Asset ownership; 4. The condition of vulnerability of special population groups; 5. Geospatial information; 6. Level of welfare; and 7. Other socioeconomic information. Creative competence is needed to face various challenges in data collection in the field. If one method fails to get a response from residents, look for other alternative methods until data collection is successful. Communication competence is needed because the 2022 Regsosek Initial Data Collection is carried out by direct interviews. The communication skills of Koseka, PML and PPL will determine the success of field data collection. The last competency, namely collaboration, is needed because the key to the success of the 2022 Regsosek Preliminary Data Collection lies in good cooperation between PPL - PML - Koseka - Regency/City BPS.
Arius added, to fulfill the character and competence of the Data Collection Officer above, other skills are still needed, namely Literacy: Reading, Culture and Information Technology. Reading ability as a candidate for officers is needed to read the Field Data Collection Manual and its Supplements. You are also asked to understand each question listed on each Questionnaire (REGSOSEK22-VK1, REGSOSEK22-VK2, REGSOSEK22-K, REGSOSEK22-XK) and understand how to ask respondents and how to write them in the questionnaire.
